The Cabinet of Akashi (Miranian: 内閣 Naikaku) is the national executive body of Akashi. It consists of the Prime Minister as the head of government, and the ministers.

Appointment

The cabinet is nominated by the Prime Minister of Akashi after a general election, and submitted to a confidence vote in the National Assembly. They formally take office after winning a confidence vote.

Inauguration

The cabinet is inaugurated in the presence of the President and members of the Supreme Court. They take the affirmation of office in Miranian and Gothic:

I solemnly and sincerely affirm and declare that I shall govern Akashi in accordance with its Constitution and laws, and always serve the general interest of the Akashian people.

They are not allowed to deviate from the text of the affirmation.

Removal

The cabinet must resign in the event of a successful motion of no confidence or loss of a budget vote in the National Assembly. They remain as caretaker pending the appointment of a successor.

Role

The cabinet directs and decides the policies of the state. The Prime Minister is responsible for establishing the general direction of its work, and the ministers are responsible for their portfolios.

Cabinet decisions are mainly made at weekly meetings. Meetings are held on a collegial basis, by freely debating proposals and expressing opinions. Decisions are confirmed by a free and equal vote of all cabinet members, and are published as cabinet resolutions (内閣 決心 naikaku kesshin)

The cabinet exercises collective responsibility and individual ministerial responsibility. Ministers customarily have significant autonomy in overseeing the work of their ministries. Ministers not prepared to publicly support a cabinet decision must resign.

The cabinet presents a government policy statement (政策 声明 seisaku seimei) at the beginning of each legislative session, laying out its planned policies and budget measures.

Members

The number of cabinet ministries has fluctuated over Akashian history. The current offices are as follows:

  • Minister of Cooperatives (協同 組合 大臣 Kyōdō kumiai daijin)
  • Minister of Culture (文化 大臣 Bunka daijin)
  • Minister of Defense (防衛 大臣 Bōei daijin)
  • Minister of Economy and Planning (経済 と 計画資 大臣 Keizai to keikaku daijin)
  • Minister of Education (教育 大臣 Kyōiku daijin)
  • Minister of the Environment (環境 大臣 Kankyō daijin)
  • Minister of Finance (財務 大臣 Zaimu daijin)
  • Minister of Foreign Affairs (外務 大臣 Gaimu daijin)
  • Minister of Gothic and Community Affairs (ゴート と 社会 問題 大臣 Gōto to shakai mondai daijin)
  • Minister of Justice (司法 大臣 Shihō daijin)
  • Minister of Health (公衆 衛生 大臣 Kōshū eisei daijin)
  • Minister of Labour (労働 大臣 Rōdō daijin)
  • Minister of Local Governance (自治体 大臣 Jichitai daijin)
  • Minister of Public Safety (公安 大臣 Kōan daijin)
  • Minister of Public Welfare (厚生 大臣 Kōsei daijin)
  • Minister of Transport, Infrastructure, and Communications (輸送 と 通信 大臣 Yusō to tsūshin daijin)

By convention, the Ministry of Gothic and Community Affairs is headed by a Goth Akashian.
