Haviland is an organized territory of Ibica in the Gulf of Albion. The capital city of Haviland is Raleigh and the most populous city is Charlotte. The inhabitants of Haviland are called Havilanders, and they are Ibica citizens by birth. Haviland was originally settled and colonized by the Kingdom of Cartier in 1499, and was conquered by the Kingdom of Albion in 1560. When Albion joined into the Ibican Federation in 1701, Haviland became a self governing territory of Ibica
Economy
Haviland's economy depends primarily on tourism, resource extraction, and locally owned businesses. Despite paying no income or excise tax, it receives large transfer payments from the general revenues of the federal treasury. Under the provisions of a special law by Congress, it is Haviland's treasury rather than the federal treasury that receives the federal income taxes paid by local taxpayers (including military and civilian federal employees assigned to Haviland).
Government and politics
Haviland is governed by a popularly elected governor and a unicameral 150-member legislature, whose members are known as senators. Its judiciary is overseen by the Supreme Court of Haviland.
The District Court of Haviland is the court of Ibica federal jurisdiction in the territory. Haviland elects one delegate to the Ibican House of Representatives, currently Sovereignist Sherie Wade. The delegate does not have a vote on the final passage of legislation, but is accorded a vote in committee, and the privilege to speak to the House.
Transportation and communications
Most of the island has state-of-the-art mobile phone services and high-speed internet widely available through either cable or DSL.
The Commercial Port of Raleigh is the island's lifeline because most products must be shipped into Haviland for consumers. It receives the weekly calls of container ships connecting Haviland with Parkland, St. Clarke, and Baton Rouge.
Haviland is served by Charlotte Wright Regional Airport.
Most residents travel within Haviland using personally owned vehicles. The local government currently outsources the only public bus system (Haviland Regional Transit Authority), and some commercial companies operate buses between tourist-frequented locations.
Education
Colleges and universities
The University of Haviland (UOH) and Charlotte Community College offer courses in higher education.
Primary and secondary schools
The Haviland Department of Education serves the entire island of Haviland. In 2000, 320,000 students attended Haviland's public schools. Haviland Public Schools have struggled with problems such as high dropout rates and poor test scores.
Public libraries
Haviland Public Library System operates the Nieves M. Flores Memorial Library in Raleigh and five branch libraries.
Health care
The Government of Haviland maintains the island's main health care facility, Raleigh Memorial Hospital. A private hospital, the Charlotte Regional Medical Center, opened its doors in early 2016.
