The General Secretary of the Communist Party of Pavlovsk is the head of state of Pavlovsk.

Line of succession

In the event of the General Secretary's death, resignation, or removal from office, the Premier succeeds as General Secretary automatically. Should both the General Secretary and Premier die, resign, or be removed from office, the Central State Board's line of succession is invoked in the following order: Secretary of State, Secretary of Security, Secretary of Defense, Secretary of the Economy. The Attorney General is excluded from the line of succession within the Central State Board.In the event of all top Committee Secretaries die, resign, or are removed from office (along with the General Secretary and the Premier,) then the lower National People's Congress Committee Secretaries are ordered to convene as soon as possible and appoint a new General Secretary. If any position below the Premier are appointed via the lines of succession, the National People's Congress are obligated to call a vote for a new General Secretary at the request of a single Congress member.
