The Democratic Republic of Ruwayyah has one branch of government, the Revolutionary Administration . The Revolutionary Administration is headed by the General Secretary of the Democratic Republic of Ruwayyah and the Council, which is composed of 10 close advisers to the General Secretary. The government is frequently described by foreign observers as despotic, as the country is exclusively run by the General Secretary of the Democratic Republic of Ruwayyah and the Council, with no opposition or oversight. Between 2000 and 2010, Ruwayyah had a legislature called the Revolutionary Council of Representatives. However, this was described as a rubber-stamp legislature with zero power by opponents and was eventually dissolved the legislature in 2010.

The government is officially secular, however, the Beber minority is often given preferential treatment over the Tuareg majority. The government imposes strict regulations on freedom of speech and freedom of the press. All media in Ruwayyah is government-controlled, and the internet is heavily censored. Accessing banned information is punishable by hard-labour.

Revolutionary Front

The Revolutionary Front of Ruwayyah is the only legal political party in Ruwayyah and has ruled Ruwayyah unopposed since 1995 Ruwayyahi Righteous Revolution. The party holds its own congress, called the Congress of Revolutionary Front of Ruwayyah, which convenes once every five years to elect the Council. The Republican Guard is deeply entrenched in the Revolutionary Front of Ruwayyah, holding 190 out of 400 seats in the Congress of Revolutionary Front of Ruwayyah and has three members in the Council. The Republican Guard also owns the land that the party's headquarters is located.

The Revolutionary Armed Forces of Ruwayyah is the official military force in Ruwayyah and is believed to comprise of at least 550,000 soldiers. However, the secondary and dominant military force in Ruwayyah is the Republican Guard, which maintains its own separate leadership, funding and facilities from the regular Armed Forces. In addition to the standing armies, the Revolutionary Front of Ruwayyah operates the United Popular Ruwayyahi Brigades - a paramilitary force funded by the Revolutionary Front of Ruwayyah. The country maintains conscription, however, the Republican Guard and the United Popular Ruwayyahi Brigades are entirely made up of volunteers.

The Revolutionary Armed Forces of Ruwayyah is made up of the Revolutionary Army of Ruwayyah, the Revolutionary Navy of Ruwayyah, the Revolutionary Air Force of Ruwayyah and the Revolutionary National Reserve Force of Ruwayyah. The RAFR is prohibited from entering the capital or guarding the vital oil fields in the Ruwayyahi desert and only the Republican Guard allowed to enters inside the capital. Furthermore, the Revolutionary Armed Forces of Ruwayyah requires direct authorisation from the Republican Guard for any large scale military operations or exercises operations.

Ruwayyah is believed by foreign sources to have an active nuclear weapons program and large stockpiles of chemical and biological weapons. As of 2012, about 7% of Ruwayyah's gross domestic product was devoted to military expenditure.
