The SAPA is an agency operating in all airports of Greater Sacramento to take care of passengers both foreign and domestic. Its purpose is to make sure all passengers are aware of the dangers of going to certain nations. It also assists passengers who are stranded in airports with helping them stay in hotels, feeding them, and booking them new tickets (they do have to pay it back but usually it is a very low price as the agency gets high amounts of funding from at Greater Sacramento).
