The Blackhammer Cartel is a drug trafficking, money laundering and organized crime syndicate based in the city of Port Elizabeth, Blackhelm Confederacy, with operations across Astyria. The cartel has also been called the Mare Ferum Cartel, for the coast on which they originated. The Blackhammer Cartel is considered by the Confederate government to be the most advanced and sophisticated cartel in the Confederacy, with a number of members formerly belonging to the Imperial Guard, having deserted both after the fall of the Exponential Empire and after the forced deposing of ex-Chancellor Lucius Blackhelm.
