The North Borneo Parliament is the national legislature of North Borneo, consisting of the Queen of North Borneo (Queen-in-Parliament) and the North Borneo House of Assembly. The Queen is usually represented by her governor-general. The North Borneo Parliament was established upon independence in 1963, replacing the partly-elected, partly-appointed North Borneo Legislative Council established in 1946. It meets in Parliament House in Kota Kinabalu, the capital of North Borneo.

The House of Assembly consists of 73 members of Parliament (MPs) who are directly elected by the first-past-the-post voting method from single-member electoral districts called “constituencies” for a term of five years; although elections can be called early ("snap elections").

Parliament is closely linked to the executive. The North Borneo Government comprises a prime minister (head of government) and other ministers. In accordance with the principle of responsible government, these individuals are always drawn from the House of Assembly, and are held accountable to it.

Neither the monarch (currently Queen Elizabeth II) nor her governor-general participates in the legislative process, save for signifying the Queen's approval to a bill passed by the House, known as the granting of Royal Assent, which is necessary for a bill to be enacted as law.
