A consitutional referendum which would lead to the Local Government of Naua Roa to seek independence from Satavia whilst remaining in free association was held on November 21st, 1988. It was passed by over 82% of voters and the next year independence was achieved, in free association with Satavia.

Background

The referendum was proposed by Satavian Labor politican Johan de Vilock, and was accompanied by a white paper on self-governance for the islands. de Vilock's proposal was passed by the House on it's second reading, and later by the Senate. When the results of the referendum were confirmed, the Parliament of Satavia passed the Naua Roa Independence & Free Association Act, 1989 early the next year.
