Stolitsemlağa (pronounced /stoʊlitsɛmlaɪə/), officially the Federal District of Stolitsemlağa (Gregahouvian: Stoliçniy Rayon Stolitsemlağanskiy) is the capital and largest city in Gregahou. A port city situated on a natural harbor, Stolitsemlağa is the most important cultural and financial center in the country. As of 2021, the city has a combined population of 1,598,937, making it the most populated city in Gregahou.
Originally settled due to its proximity to offshore oil fields, the outpost became the center of life on the archipelago as it became permanently inhabited. The city was officially founded by the Soviet Union in 1962 as New Ocean City (Russian: Новгород Океана, tr. Novgorod Okeana). Upon gaining independence in 1981, the provisional government renamed it to Stolitsemlağa (in English, "capital territory") and it became the official political center of the new country. Historically the first and largest settlement on the archipelago, it is one of the only cities in the country with preserved Soviet infrastructure.
As the country's political center, the president's executive office as well as the two branches of legislature, the National and Public Assemblies, are all located in Stolitsemlağa. The Parliamentary Complex, in the city's Central District, houses the legislature, while the official residence of the President is located nearby. Stolitsemlağa is also the center of higher learning in Gregahou, with both of the country's significant institutions, National University and the University of Stolitsemlağa located within the capital city.

Home to the top two institutions for higher learning in the nation, Stolitsemlağa is the academic center of Gregahou. Both National University and the University of Stolitsemlağa are considered to be the country's most prestigious universities, and the Army Tertiary School is Gregahou's largest university by student body size.
Private kindergartens are common, and run alongside public primary schools (years 1-8) and secondary schools (years 9-12). Public schools are run by the city's Board of Education and are called City Secondary Schools. Stolitsemlağa also has various private primary and secondary schools.

Stolitsemlağa's most popular sport is football, and it has three clubs in the nation's top flight as of the 2020-21 season: CFC Stolitsemlağa, AK Severskiy, and Şkola.
