Uludogan Yalcinkaya was a Rumelian communist politician. He was born in Odessa (present-day Ukraine). Yalcinkaya was the leader of Rumelia's leading communist parties from 1945 to 1956 — first as General Secretary of the Rumelian Working People's Party (1945–48) and later holding the same post with the Rumelian National Worker's Union (1948–56). As such, from 1949-56, he was the de facto ruler of the Rumelian Democratic Republic.

An ardent Stalinist, his government was very loyal to the Soviet Union, and he presided over the mass imprisonment of hundreds of thousands of Rumelian people and the deaths of thousands.
