The Galactic Commonality, also known as the Commonality is a galaxy-wide, interplanetary state comprised of around 400 billion star systems, trillions of planets, and billions of inhabited systems. It was created on Blorg Prime following the growth of the Blorg Civilization after being contacted by radio waves from the United Nations of Earth. It is bordered on all sides by empty space, though connections to other galaxies, such as the Andromeda Galaxy, have occurred, though this has typically resulted in armed conflict, as seen during the Prethoryn War. The Commonality has a population of around 1.2 decillion people, from hundreds of species, organic and synthetic, carbon and silicon based, psionic, individualistic and communal, and more. There is no dominant majority population in the galaxy, though those who are humanoid, mammalian, or fungoid tend to have larger populations. It's capitol planet, located towards the galactic center, is the massive Ecumenopolis world of Garra, as well as it's surrounding ring worlds and habitats.

The Milky Way has been inhabited by various civilizations for millions or even billions of years. The Galactic Commonality was officially founded around 2550, when members of the recently established Blorg Civilization on Blorg Prime encountered radio and music signals sent out by passing United Nations of Earth ships and starbases. Rapidly expanding outwards, the Blorg had achieved a way to safely travel the stars within 25 years of "first contact," and set about exploring local systems to attempt to find the source of these radio signals. Meeting a UNE mining ship, the Blorg requested an audience with the Human Government, and quickly attempted to join the United Nations of Earth. Being rejected due to not being Human or on Earth, the Blorg then began to follow a fallback plan: creating a galaxy wide government based around the UN Model. The Blorg contacted every other species or entity known by the UNE as well as finding more on their own, and due to their high diplomatic skills and good relations with practically every species and government body, the Galactic Commonality was formed in 2554, with approximately 25 founding species and 56 state or non-governmental organizations, primarily trade and charity groups.

The Commonality began a rapid process of expansion and "assimilation" of met species, and within 100 years, the Commonality had grown to cover roughly half of the known Galaxy and consisted of thousands of individual states and organizations as well as around 68 species. Getting into few wars of conquest or assimilation, the Commonality typically gained territory by alliances, federations, or various other diplomatic agreements. By 3400, the entirety of the galaxy had in some level joined the Galactic Commonality, leading to over 1500 years of relatively uninterrupted peace. Beginning in late 4974 and lasting until 4998, the Commonality was engaged in a lengthy and violent conflict called the Prethoryn War, or the Hunter War, when extragalactic invaders attempted to enter the galaxy. Originally trying to fight off the invading Prethoryn Horde, the Government of the Galactic Commonality eventually found commonality with the Prethoryns and allowed them to join after the Hunters, another extragalactic alliance from the Andromeda Galaxy attempting to genocide the Prethoryn hivemind, refused to leave. During this same time, the Energy Conflict erupted as well, with members of the energy being species, the Vehement, invading from the other side of the galaxy during a three-way civil war among other members of its' species, referred to as the Unbidden and Aberrant. This conflict was resolved concurrently with the Prethoryn-Hunter War, which ended after the Battle of the Midway and the Sol-B'Yond Campaigns. Members of both the Prethoryns and Vehement were allowed settlement within the Milky Way. Still rebuilding after the war, the Galactic Commonality is currently in a state of de-mobilization.

The Government of the Galactic Commonality acts more of an overall legislative body mixed with a forum between different Species and Organizations. It is divided up into three bodies, and headed by a Chairperson. The three major bodies, in order of importance are the Concordat of States, Guilds, and Organizations, the Peoples' Forum, and the Council of the 1000. The first two of these are part of the overall legislature of the Galactic Commonality, called the Great Accord. The current chairperson is Va'keern Va Naks Fahga'eer, a Sclydarian from Varranos. These different bodies convene together constantly, both in person and across different mediums of communication to update law codes and keep general civil authority running throughout the galaxy. The galactic military falls within the command of all of the legislatures as well. Each organization, primarily those in governmental or religious orders, are allowed to have their own "personal" standing militaries and fleets as well, provided that they are subservient to the Commonality as a whole. Additionally, business interests are typically excluded from government dealings with the exception of consultation for legislation pertaining to an industry. Laws can vary heavily from planet to planet and sector to sector, typically due to cultural, religious, or biological differences.

Commons typically enjoy a very high standard of living. Education and medical care, regardless of species or location, is free. Food and many other necessities of life are also typically free, and while the Galactic Common Credit is used in many transactions between corporations or between individuals for certain products, many products or areas are completely cashless and run on a "by needs, followed by wants" basis. Despite having a large population in the decillions, the overall population density is very small, with millions of planets typically having no more than 1-2 billion people on it, though certain planets, typically larger Gaia or Ecumenopolis worlds having trillions of people on it are not uncommon. The Galactic Confederation is goverened by a constitution that enshrines the rights of all sentient and conscious life.

The early history of the Galactic Commonality is arguably that of the initial contact between the Blorg and the first set of species that comprised it, specifically the Human United Nations of Earth Government and it's colonies. The Blorg rapidly evolved over the course of a few thousand years on the relatively isolated Blorg Prime, which was primarily left unscathed by the general galactic populace due to it's difficult to reach location, primarily due to asteroid clusters at the edge of it's system. By the 2400s, mining ships from different trading guilds and mining corporations managed to clear out and mine some of the asteroid clusters for minerals, and edged their way into the system.

At this time, the Blorg had what could be called a "civilization without meaning," or one without art, language, music, or culture in general. Blorg clusters had individuality, but had not entirely developed a concept of community or friendship due to their ability to reproduce asexually via spores. Blorg are, however, able to naturally pick up on radio signals. A few years after the first incursions into Blorg system space, the Blorg were able to pick up on exceptionally strong radio signals used to show music and broadcast media across ships. After a few of these broadcasts reached Blorg Prime, the Blorg began to understand the concepts of culture, art, friendship, cooperation, and more. The Blorg, in an almost hivemind way, gathered together in massive clusters and attempted to troubleshoot the fastest way to safely travel into space. Prethoryn War

By now, with the mass organization of the Commonality's militaries across the galaxy being sent towards the Sol and B'Yond systems around the slipgate, the war had began to slowly turn in the tide of the Galactic Commonality. Under Admirals Gardolr Kaa-Rond Meki and Abdullah el-Shazly Tlass, the Local Response Fleets organized around the Tzynn system to rendezvous with other Admirals and Military officials from across the galaxy. Preparing a grand sweep with the Prethoryn on the other side of the encirclement, the "Great Liberation Fleet" began to organize a massive push into the area around the slipgate to liberate all the planets under Hunter Control, as well as a plan to destroy the slipgate by any means necessary.

The war by now had been dragging on for around 15 years, and the Commonality Government had by now mobilized roughly every single military organization across the galaxy to deal with the situation in one way or another. Every military branch from the LL and LR Quadrants had been mobilized, as well as every majority Human, Yondarim, Q'aq'a and Tzynn state and military order had joined in in the effort. A coordinated assault was launched, aiming to push deep into Hunter territory via a multi-pronged push towards the slipgate, as well as by mobilizing resistance movements on occupied planets. The Hunters attempted to push back, but could only effectively do so against the already weakened Prethoryn at this point.
