The Parliament of the Caldan Union is the federal legislature of the Caldan Union and is composed of the Soviereign, Senate, and House of Representatives. According to the Caldan constitution, the House of Representatives is dominant and may even pass a bill over the Senate's objections with a supermajority. However, the Senate does have a reputation as the more deliberative House. Party discipline is traditionally weaker in the Senate.
Three Senators are elected from each province and one from the Grand Duchy of Tarana, making for a total of 52 senators. Elections are staggered, with each province elected one senator during each general election and Tarana electing its senator every third general election. The 880 seats in the House of Representatives each represent single-member districts known as constituencies. All Caldan election involve preferential voting, also known as automatic runoff voting.
The Queen summons Parliament and may prorogue or dissolve Parliament on the advice of the prime minister or upon the expiration of the constitutional term of three years. The Queen also delivers the Speech from the Throne, laying out the government's agenda.
