Emperors (Imperial Language: Császárok) were the rulers of The Empire. The title of Emperor came about after the fall of the Celestial Empire and the subsequent creation of the Wolf Empire. The title has continued after the end of the Wolf Empire and the War of . The position of Emperor has fluctuated in power over the state but will typically act on the advice of the Council of Nemesség and Polgárság.

The Empire practices the form of government known as Imperial Rulership. Emperors descend from a specific imperial family that is elected by the Council of Nemesség and Polgárság every century. Much of the original rules come from the Wolf Emperor, Arpad I, the first Wolf Emperor and one of the generals of the Twelve Species Revolution. After the end of the Twelve Species Revolution, the wolves turned on each other and began the Dynastic Conflict of Imperium to which Arpad I's faction won and took control of the Empire and set the status.
