The President of the Republic of Guadajara (Spanish: Presidente de la República de Guadajara) is the head of state and head of government of Guadajara. Under the Guadajaran Constitution, the President heads the executive branch of the national government and is the commander-in-chief of the Guadajaran Defense Forces.
The current president is Noé Elías Caméndez, who took office on November 21, 2022.
Powers and duties
As the head of state, the President is politically responsible for the overall governance of the country jointly with the Prime Minister, and participates in the making of laws under the Constitution, promulgates them and has them published.
He attends the opening sessions of the National Assembly each year, and delivers a speech on the State of the Nation and recommends to them for their consideration such legislative measures as he deems necessary and expedient. He also attends the ordinary sessions of the National Assembly and convenes extraordinary sessions when necessary.
The President appoints the Supreme Court judges, together with a two-thirds majority of the Senate, along with the other judges of the lower federal courts, on the basis of a compulsory list of three nominees put forward by the Judicial Council, and the Senate deliberates on the eligibility of the nominees in a public meeting.
Following a report from the court, he may grant pardons or commutations for offences under federal jurisdiction, except in cases of impeachment by the House of Representatives.
In matters of foreign affairs, he appoints and dismisses ambassadors, ministers plenipotentiary, the head of the cabinet and other ministers with the approval of the National Assembly, as well as all other government staff whose appointment is not otherwise provided for in the Constitution. In addition, he oversees the performance of the duties of the Prime Minister and his cabinet, and serves as the commander-in-chief of the Guadajaran Defence Forces,.
Compensation and privileges of office
The President receives a monthly (excluding June) salary of 15,270 Guadajaran escuderos, paid by the national treasury, which can not be altered during the period of their appointment. During the same period, they may not hold any other office nor receive any other emolument from the nation or from any province.
The Magallanez Palace is the official workplace and residence of the President, and Granja de Tasajera their country workplace. The President has access to the staff and facilities of the residences, and his security is ensured by the Presidential Guard, which is also responsible for the security of the President's and Vice President's families.
The primary means of long-distance travel for the president is a Boeing 777-9 aircraft, referred to as Air Force One while the president is on board. The President also has access to smaller aircraft, most notably the Airbus A220-300, which are used when the president must travel to airports that cannot support a larger jet. Any civilian aircraft the president is aboard is designated Executive One for the flight.
Other means of transportation include the presidential limousine and the Sikorsky S-92 helicopter.
