List of Prime Ministers of Sarenium

Jump to navigation Jump to search
  • Top left: Edward Julius was the first Prime Minister of Sarenium.
  • Top right: Arueipo Zarelano fostered the conditions for the Zarelano Revolution.

The Prime Minister of the United Republic of Sarenium is the principal minister of the United Republic of Sarenium. They are the head of the Saren Cabinet and serve as Head of the Saren Government. Prior to the Promulgation of Laws in 1606, the role of Prime Minister can be traced to an assortment of officeholders titled at varying times with differing titles, from First Minister, Chief of Treasury, Principal Adviser or First Tribune. The first of these Prime Minister is historically contentious as none prior to the Decades of Disaster (approximately 1588-1606) were ever as powerful as the current or historic office of 'Prime Minister of Sarenium'. Hence, the first officially noted Prime Minister of Sarenium is therefore Edward Julius.

The early stages of Saren Democracy were dominated by personality more than party, with the Democratic Union being a loose formation of members in support of it's given leader. The grouping and it's leader, claimed continued loyalty to the ideals of Edward Julius. As the original Saren electorate was subject to wealth-requirements, a minimum age of thirty, and was only open to males of 'historic and noted Saren Blood', the power of conservative elements was magnified. The Walitonian Moderates, which contested against the Democratic Union, argued for a more democratic process. By lowering wealth requirements to allow emerging merchants into the electorate, the Rehanian Radicals successfully obtained two successive majorities. Driven predominantly by economic anger, and a populist message of 'maximized oppression', the Radicals were able to overcome the traditional forces of aristocratic control in Saren Democracy. Their reforms met an oppositional Senate, and most were shelved, but they were successful in forcing the two aristocratic factions into one alignment under the Democratic-Moderate banner. In doing so, historians argue that they fostered the circumstances necessary for the rise of the Liberal Movement and other left-wing circles which entered Parliament at this time. Saren Democracy in the early stages is therefore defined as pre-Zarelano Revolution and post-Zarelano Revolution.

The Zarelano Revolution is viewed as the ascent and successive governments of Arueipo Zarelano, who's time as Prime Minister lasted from 1726 till 1731. Zarelano's Manifesto formed the key tenants of liberalism within the 18th Century. His time in office oversaw the passage of the Electoral Act of 1728 which enacted universal male suffrage, and almost did the same for female suffrage. This law was coupled with the Land Provisions Ordinance of 1729 and the Cities Act 1729 which together accelerated the industrial revolution and encouraged renewed agricultural efficiency and land use programs in the Nile, Iberia and the South Coast. This resulted in a marked increase in colonial population increases and mass resettlement programs. The Assassination of Zarelano stunted the course of the idealistic tenants of the era and it was not until Piruzosius Shalwes some six decades that the original Zarelano Manifesto was fulfilled.

After fulfilling the tenants of the Zarelano Manifesto, the Liberal Movement's capacity for continued governance led to it's gradual weakening, and eventual disintegration as a potent political force at the 1820 election. The Socialist Labor Party's victory under Bavash Lanaei further transformed the office of Prime Minister of Sarenium, increasing his powers within cabinet and increasing the visibility of the Prime Minister in political messaging. From the 1844 election through to modern-day Sarenium, all Prime Ministers have emerged from either the Conservative or National Labor parties. This two-party system has become gradually weaker with the Progressive Era (1946-1968) political reforms leading to greater participation from third-parties which have in turn forced more coalition arrangements.

  1. Legend for cells listed in the sixth column from right:
    • e.g.  1609  or  2001 —coloured containing a linked year
      indicates a general election won by the government (e.g. 1609) or one that led to its formation (e.g. 2001);
    • e.g.  1614 —shaded grey containing a linked year
      indicates an election resulting in no single party winning a Commons majority;
    • e.g.  — —coloured containing a dash
      indicates the formation of a majority government without an election;
    • e.g.  — —shaded grey containing a dash
      indicates the formation of a minority or coalition government during a hung parliament.
  2. James Estere Formed Caretaker Government with no Cabinet, within the bounds of the Vacancies Act 1611. This would not happen in this form ever again as the conditions required for the use of the Vacancies Act were never again replicated. The Act as overruled by the passage of the Organization of Government Act 1722 which restricted how caretaker governments would be formed. This again changed in 1948 with the Continuity of Government Act 1948.
  3. 3.00 3.01 3.02 3.03 3.04 3.05 3.06 3.07 3.08 3.09 3.10 3.11 Following the 1896 election, the Conservative and National parties formed a coalition. This Coalition would be perpetual in nature, and lead to an effective fusing of the parties under the C-N Coalition. This is not denoted in the forms of other Coalition Governments as the parties contest the election with a general understanding and intent of forming a Coalition thereafter, whereas other Coalitions denoted have been created to meet the outcomes issued by a specific election.
  4. Denotes caretaker status held by a Prime Minister due to the Continuity of Government Act 1948. A full cabinet is only sworn in once the caretaker period comes to an end. During this time, the caretaker Prime Minister generally holds all portfolios, engages only in matters of national security by convention. After this period, a Prime Minister sheds caretaker status and governs through a cabinet.
