First-level

Provinces

Provinces are the first level territorial units of Costa Madora. The country is administratively and politically divided into 21 provinces, which form geographical, cultural and economic regions.

Indigenous territories

Indigenous territories are created by the federal government, in consultation with the indigenous communities. In cases where the indigenous territories cover more than one department or municipality, the local governments jointly administer said territories with the indigenous councils, as established by Article TBA and TBA of the Constitution of Costa Madora.
