The Emperor of Cárinansia was the head of state and government of the Imperial State of Cárinansia, serving as a constitutional monarch with extensive executive, legislative, judicial, and holy powers. He was the Supreme Head of the Cárinansian Church for over four decades until it was disbanded in the 1940s by Alberto V. His power and influence waned at varying times, but in the 1880s he was the most powerful leader in Surokoia. Early liberal reforms saw the establishment of full public franchise, but later repressive measures taken by Alberto V saw the reduction in popular vote.
