Ernesto Santángel Rouco (21 October 1874 - 11 March 1953) was a Montillan politician who served as president of Montilla from 1920 to 1928, during the Third Republic of Montilla. Rouco was born in Presidente Rouco (formerly San Cristiano de Nuevos Campos) in Northern Montilla. Rouco is widely known for being the main force behind the 1925 Montillan Constitution and the first populist president of the country.
