César Passos Moreira was President of the Serenacy of Carinansia for eight years as a Union Socialist president with a plurality of seats for the first two years before establishing the first majority PUS-PTC coalition in a long line of them. He was the first president to sit within the new Casa Central in Nojawa after a year of renting out a series of office buildings in downtown Tlajoyotl established for this purpose.

He was born to lower-class Amalge parents in Buenas Velas, his mother was a janitor at a local theme park, and his father a steel factory worker in the Anáheiro City Steelworks a two-hour commute away, and he grew up in a one-bedroom apartment for the first eighteen years of his life. At 17 he was accepted into the State University of Anáheiro scholarship program after being recognised for his exceptionally good PAEE scores of 1780 out of a possible 1780, very impressive given his only access to education being public up until that point. He received a Bachelor of Economics in 2017 age 20 and graduated sum laude in a class of 400, continuing his studies with a further scholarship to receive a Master of Public Administration from the State University at 23 and a full PhD of legal philosophy from the university. Age 29, he accepted an offer from the Kincardian Royal Institute to pursue further studies there, receiving a second PhD of public health age 34. He met his wife in the cafeteria one day as a student on his first day there, as Elizabeth Passos was a Medicine PhD student they had shared a couple of common seminars that week.

Shortly after registering to vote from abroad in the Carinansian embassy in Aldercy, he also registered as a member of the Union Socialist Party. He only returned to Carinansia in 2041 at the age of 44, from which point he began to immerse himself deeply in national politics, campaigning heavily in several primaries to eventually be elected as the PUS mayor of La Enstel in 2042 for one four-year term with 52.3% of the vote, and in 2047 was elected as a national Union Socialist senator, serving for 6 years until 2053, in 2052 he began to campaign nationally and dominate debates with his stern and educated tone that made him a popular first-time candidate, eventually winning the PUS party primary with 54.7% of the national party vote. In the 2053 national presidential election, he won 56.9% of the nationwide vote, increasing the margin of victory to 61.4% by 2057 due to the popularity of his policies.

Passos established the serene government policy of the Twin City system, as the legislative and executive branches are primarily situated in Nojawa following the complete transfer of administration of the national government in December 2053, but the judiciary was returned to the Tri-Powers Plaza which was renamed to the Judicial Compound and the home of all national supreme court functions, including final appellate functions and constitutional court decisions. Thus, all administrative judicial functions were moved to the Planalto building, while the original Supreme Court building retained them. The national library was maintained in Tlajoyotl, which also received government approval to become the site of a new national university complex known as the Álvaro Serrano Paek National University. By 2100, it has 513 professional research staff employed full-time at an extensive technical complex, but zero students on an empty campus and an empty sports stadium, having become a prominent LNF stadium for years instead.

He also created a series of departments starting in 2053, such as the Department of Space and the Reformed Serene Health Service (RSHS), to facilitate Carinansian involvement in the matters.

In 2055, he passed the Kanju Development Acts to rebuild their collapsed economy due to incompetence by the state government, many of them part of the national government that preceded them, like former presidents Yo Min-Hyuk, Kang Tae-Woong, and Ham Gun. It provided extensive subsidies valued at approximately $85.4B to encourage investment in the economy and provide stimulus, as well as a nationwide $440B government mortgage program with 3.6% interest rates to encourage property ownership among lower income brackets too, half of the financing directed to Kanjuan states. A further $150B government investment in high-tech saw $100B invested in Séoyan and the Uijón valley, to elevate development levels in the states to a similar level as the rest of the country. In 2056, he imposed a 7.5% tariff on goods from any country without net zero or clear developments that indicated net zero carbon emissions would be achieved by 2070. An exception was later created for the Michukala industrial region in Estovakia in 2057 following the Roningrad Agreement.

He appointed Mariana Figueiredo Martins as the new Chief Justice of the Supreme Court, resulting in judge party appointment being 8-5 in favour of the PUS against the PRC, after he expanded the court by one during his 2057 judicial reforms which faced heavy opposition from the PRC. He nominated San Luis Governor Igor Chagas Vargas as his successor, but he lost to Achcauhtli Ventura. After leaving the presidency, he became a professor of the philosophy of constitutional law at and medical administration at the State University of Anáheiro for twenty-three years from 2062 until 2085, retiring with a Nobel Literature Prize for writing 'The Jurisprudential Odyssey: Exploring Constitutional Foundations and Democratic Principles in a Global Context'. Upon death in 2093, President Roberto Bitencourt imposed a national day of mourning and a week of flags flown at half mast by government and military installations, approving a $100M presidential tomb for Passos in a new Nojawa mausoleum.

In 2094, he was further honoured by the creation of the Passos Moreira Foundation financed partially by the State University of Anáheiro and the serene government.
