The Hegemony of Hai'wan is an estuarine, nuclear-powered, "democratically-mandated monarchy." The Hai'wanese language has very few relatives, and these are all quite distant (linguistically and geographically). They are almost certainly "new" to Occeia, arriving (at the earliest) 1500 years ago.
