The jarldoms and territories are the second level of government in Tevitheim. The jarldoms are administrative divisions that are self-governing polities that are sovereign to the extent where their sovereignty is not limited by federal law, having ceded some sovereign rights to the federal government. Due to this shared sovereignty, Tevitheimers are citizens both of the federal republic and of the jarldom in which they reside. Jarldom citizenship and residency are flexible, and no government approval is required to move between jarldoms, except for persons restricted by certain types of court orders (such as paroled convicts and children of divorced spouses who share child custody), but a person must register their new citizenship. Territories can be autonomous and administer local policies and programs much like the jarldoms in practice, but are legally subordinate to the federal government, and lack votes for Oberjarl and in the Jarlaråd, though the population is represented in the Alnating.
Tevitheim has seventeen constituent jarldoms and four territories. Every jarldom and territory is self-governing with its own independent executive government, legislative branch, and judicial system, though unorganized territories, which only have local government status overseen by federal departments, have existed in the past, the most recent example being the combination of the various unorganized territories into the current Skorghijl Islands Territory. Jarldom and territory governments may legislate on matters concerning their citizens, subject to the limits of the federal constitution. Each jarldom and territory has its own legislature, although the Nasjonalforsamling can override territorial legislation. The federal courts acts as a final court of appeal for all matters, and has the authority to override any jarldom's judiciary. While all jarldoms and internal territories have their own judicial system (subject to appeal to the federal judiciary). Each jarldom is a successor to historical colonies and independent countries which existed prior to being absorbed by the Trønder government, and each has its own constitution.
Historical Background
Jarldoms have their roots as separate Trønder colonies prior to 1861. The first few colonies were founded in the 1600s and compromised much of the eastern and southern coasts of modern Tevitheim, making up much of what is now Elveanna, New Tremblant, Gulkystheim, New Hammerfest, Måkeøyene, and Hellighjerte, in addition to the island chains offshore. As time passed, the population grew and expanded west. Internecine wars often erupted, resulting in Trøndheim intervening and federating its colonies into what would eventually become Tevitheim. Local nationalism continued, and the breakup of Tevitheim-Anthros resulted in several constituent states forming out of what was once Tevitheim.
The legislative powers of the jarldoms are protected by the Tevitheim constitution, section 1, and under the principle of federalism, federal legislation only applies to the jarldoms where permitted by the constitution. The territories, by contrast, are from a constitutional perspective directly subject to the federal government; laws for territories are determined by the Nasjonalforsamling.
Most of the territories are directly administered by the federal government, though they have some degree of self-government although less than that of the jarldoms. In the territories, the Nasjonalforsamling retains the full power to legislate, and can override laws made by the territorial institutions, which it has done on rare occasions. For the purposes of Tevitheimer (and joint institutions with Jortfeld and Hartizsák and Furby Island) intergovernmental bodies, the territories are either treated as if they were jarldoms or as if they were a singular jarldom.
Each jarldom has a jarl, often elected by the jarldom's population in either direct popular elections or indirect elections by electoral colleges or legislatures. Jarls have varying power- in some jarldoms the jarl acts as a head of government, much like a prime minister in a traditional parliamentary government. In others, the jarl is often a mostly ceremonial head of state with some other elected official acting as head of government. In still others, the jarldom is popularly elected and acts as a president in a presidential system. In contrast, territories have governors appointed by the Oberjarl and often act similarily to presidents in semi-presidential systems, sharing power with a chief administrator, who is often elected by the territorial legislature.
Twelve jarldoms have a bicameral parliament, though in recent years some jarldoms have abolished their upper house, beginning with Devold, which abolished its upper house in 1990. The lower house is usually called a ting, except in Brendanland and Prospekt, where it is called the "house of assembly". Ditka is the only jarldom to use proportional representation for elections to its lower house; all others elect members from single member constituencies, using preferential voting. The upper house is called a "council" and is generally elected from multi-member constituencies using proportional representation. The four territories each have unicameral legislative assemblies.
The term interjarldom is used within Tevitheim to refer to a number of events, transactions, registrations, travel, etc. which occurs across borders or outside of the particular jarldom or territory of the user of the term. Examples of use include motor vehicle registration, travel, applications to educational institutions out of one's home jarldom.

Proposals for New Jarldoms
- Alna- Alna is given its own vote for Oberjarl and guaranteed representation in the Jarlaråd. While proposals to make Alna an independent city-jarldom have been passed by Alna and the federal government, Hellighjerte has often vetoed such proposals.
- New Trondheim- A proposed union of the current jarldoms of New Tremblant, Elveanna, and southern Søndaga, uniting the New Trondheim cultural region. New Trondheim existed as an independent state from 1919 to 1937 but was split up upon annexation into Tevitheim.
- Storøy- A union which would combine the current jarldoms of Ilbahar, Rookeryet, Prospekt, and all four territories into a single jarldom. Despite being the largest by area, the jarldom would have 17.8 million people, slightly larger than Eldegard but smaller than Brendanland. Other related proposals include the territories being admitted as a jarldom, either alone or in combination with Prospekt as "South Storøy", or Rookeryet, Ilbahar, and Prospekt being admitted as a singular "North Storøy".
- Østkyst- A proposal to have Måkeøyene combine with New Hammerfest into a singular jarldom, called Østkyst.
- Greater Rookeryet- A proposal to have Rookeryet annex Prospekt. Prospekt was once part of Rookeryet but upon annexation Rookeryet was admitted as a full jarldom while Prospekt was left in territorial status until 1991.
