Valkea is divided into 18 provinces (Valkean: maakunta), which comprise the country's first level of administrative division. Each province is governed by a regional council that exercise a limited degree of self-government and is responsible for tackling matters of regional or sub-national importance. Each province can be further divided into municipalities.
