The 1940 General Election is notable in many ways, as it was the first general election held after the outbreak of the Malgravean Civil War and the signing of the National Security and Stabilisation Act of 1938. Participation in this election was equated to helping glue the nation together after the chaos and uncertainty that had been generated by the start of the civil war, and voter turnout was remarkably high at approximately 94%.

Election Issues

In 1940 a major concern was the civil war, as the newly formed Territorial Defence Force was untested and mostly formed of volunteers that had previously served in the navy or the air force. It was a major fear at the time that the National Workers' Republic and the Socialist Republic would negotiate some manner of truce and combine to eliminate the United Kingdom, although, these fears never came true.

A secondary concern was the status of industry, as the country had lost a substantial portion of its industrial base when the territories of the Socialist Republic had announced their independence from the Malgravean state. A new drive to form a new industrial heartland was put forward by a non-governmental technocratic body and sent to the National Unity Government for review.

National Unity Government

The National Unity Government outlined the next stage of the three-year plan which included the recommendations for a new industrial heartland. Work on the design of the city of Pakosc started during this time, and more resources were directed towards MalEn to facilitate the development of Tesla Towers.

In order to reduce doubts over the capabilities of the armed services, the National Unity Government announced that the country would adopt a form of conscription. It was hoped that the soon to be created military reserve would ensure that a portion of the population remained able and willing to fight against the enemy even if they weren't on active duty with the Territorial Defence Force.
