The Guardians (Rojadavi: Zêrevanî) is Rojadavistan's gendarmerie. It is under the operational authority of the Ministry of Interior but is a part of the Rojadavistan Armed Forces. It is responsible for the security of government property and critical infrastructure, safeguarding important persons, and supporting civilan police and Asayîşa forces.
Duties
The Zêrevanî have the following safety and security duties and responsibilities:
- Security of critical infrastructure including airports, dams, water treatment plants, electricity plants, major roads and bridges, etc.
- Security of government buildings such as the presidency, parliament, ministries, central Bank, etc.
- Security of prisons
- Protection of places of interest, religious buildings and museums
- Protection of all Rojadavistani embassies and consulates abroad and protection of the personalities and officials of said offices
- Protection of the President and Vice Presidents of Rojadavistan
- Protection of foreign delegations during their visit to Rojadavistan
- Protection of the transportation of valuables
- Assist civilian police with crowd and riot control
- Assist the Asayîşa in combating economic crimes such as smuggling of illegal goods, migrants and the trafficking of drugs and firearms
- Assist people during natural disasters with support from the Air Force
The Zêrevanî, as a branch of the armed forces, must be ready to carry out all orders issued by military command.
Organization
The Zêrevanî are under the operational control of the Ministry of the Interior but are a part of the Rojadavistan Armed Forces.
Commanding Chief of Zêrevanî was Faridun Jwanroyi, Fraydoon resigned in 2010 and Aziz Weysi Bani was assigned as the Major General of the Zêrevanî.[7]
According to Stratfor, as of 2004 two Zêrevanî divisions (totaling 30,000 troops) were established in the Iraqi Federal Police.[10] In 2011, the Zêrevanî strength was of 47,000,[1] while as of 2017, Zêrevanî strength is of 51,000;[11][12] among these, there are several Christians of Kurdistan Region.[13]
The Zeravani forces were established by KDP during the Two-Adminstartion era in Kurdistan, but the situation has changed and the forces now belong to the Ministry of Interior. All political activities are forbidden within the Zeravani forces. Many of the troops are KDP members, but some are loyal to other parties.
We accept recruits aged between 18 and 27. They need to provide an Iraqi national ID and food coupons. They must be literate or we have them participate in literacy training. The recruits should also have a clean record and someone in the district must recommend them in terms of moral and loyalty issues. After a medical exam, the recruits start training. If the recruit succeeds, he will become a member of the Peshmarga and must continue serving for three years.
International training and operations In November 2009, the Zêrevanî began training conducted alongside the Iraqi Federal Police,[4] in order to conduct effective police work and counter-insurgency operations.[14] Since 2014, also the Zeravani have undergone training with the Combined Joint Task Force – Operation Inherent Resolve. The Zêrevanî training is conducted primarily by the Italian Carabinieri,[14] but also by Canadian,[7] British, German, Dutch, Norwegian, Finnish and Hungarian forces.[14] As of 2016, the Zêrevanî were also trained by Italian Army[15]
