The Independent High Electoral Commission (Rojadavi: Komîsyona Bilind a Serbixwe ya Hilbijartinan) is Rojadavistan's electoral commission. It is responsible for conducting, managing, supervising, and facilitating all elections and public referendums, to ensure the proper exercise of the right to vote, and to ensure that all elections and public referendums are conducted freely and fairly, without intimidation, aggression, undue influence or corruption and to prepare, maintain, and update electoral rolls, and to make all arrangements for holding elections and public referendums.
Functions
The IHEC carries out the following functions:
- To conduct, manage, supervise, and facilitate elections for the office of president of Rojadavistan, the national parliament, provincial councils, district councils, local governments, and all referendums
- To ensure the proper exercise of the right to vote, and to ensure that all elections and public referendums are conducted freely and fairly, without intimidation, aggression, undue influence or corruption
- To prepare, maintain, and update electoral rolls, and to make all arrangements for holding elections and public referendums
- To compile the register of voters in each district and to revise it annually
- To issue biometric voting cards to all eligble Rojadavi voters
- To hold and declare the results of those elections and public referendums within periods prescribed by law
- Publish a report for public inspection after each election and public referendum as specified by law
- To register and regulate political parties as prescribed by law
- To hear and resolve any election-related disputes arising from preparation and implementation of elections or referendums and may impose sanctions or fines as prescribed by law
- To educate and create awareness among the general public on the electoral process and its purpose
- Plan and implement electoral logistics and delivery of equipment
- Accredit domestic and international observers
- Determine polling stations for elections and public referendums
- Formulate and enforce electoral policies for all elections and public referendums as prescribed by law
- Conduct training for employees and selected polling personnel
- Make all arrangements for Rojadavi people residing abroad to cast their vote
- Perform such additional functions as may be prescribed by the Constitution and law
Board of Commissioners
The Board of Commissioners is made up of nine members.
The commission is composed of nine members, representing the Region’s political parties. One has three members, while two each have two commissioners. The Justice Group and KIU also have one member each on the electoral body.
