Sloughttopian Legislature (Rabiflora)

The Sloughttopian Legislature, also called Rabiflora is the most populous branch of government in Sloughttopia. It consists of 119 members, 118 observers and one speaker. The Rabiflora is responsible for making the laws in Sloughttopia. There are 5 steps for a bill to become a law through the Rabiflora. The Rabiflora is separated into 4 sections called committees, the Ishiyo committee, Rruial committee, Sec en Sing committee, and the Judicial Joint committee.

Comittees

Ishiyo Committee

The Ishiyo Committee has 45 members and gets the first vote on laws that are concerned with the rights or wellbeing of citizens. If a bill gets sent to the Ishiyo committee and fails to get 5/9 or more of the committee's votes, it will not pass into the next stage for the Rruial committee to vote. Members of the Ishiyo committee can be of any party but have to specialize, at least in part in civil matters. Members of the Ishiyo Committee are appointed by members of the political (not literal) royal family. Members must be at least 25 years of age and a legal citizen of Sloughttopia.

Rruial Committee

The Rruial committee has 45 members and gets the first vote on laws that are concerned with civil laws that concern things other than the wellbeing of citizens like trading laws, corporate laws, etc. If a bill gets sent to the Rruial committee and fails to get more than 1/2 of the votes, it will not pass to the Ishiyo committee. Members don't have to be a part of any specific party and don't have to have a specialty. Members are also appointed by members of the political royal family and must be 25+ and a legal citizen.

Sec en Sing Committee

The Sec en Sing committee has 28 members and only gets to vote when a bill is vetoed by the prime minister. They will make a revision to the bill and resent it to whatever committee specializes in it's concerns. Members have to be at least 21, a part of any or no party, don't have to have specialties, and if a bill gets revised twice and gets less than 2/3 of the vote, it dies.

Judicial Joint Committee

There is a singular member of the Jucicial Joint committee who is also the speaker of the Rabiflora as a whole called the Rabi. Once gone through both main committees, the bill must go through the Rabi and get approved before going to the prime minister to get passed as a law or vetoed. The Rabi has the most power in the Rabiflora and bills HAVE to be approved by the Rabi to get sent to the prime minister, unless in the rare case of the bill getting 100% of the votes in both main committees.

Steps To Go From Bill to Law

Reception

The bill must be sent by one of the members of the civil branch to the Rabiflora.

Introduction

The bill is then introduced to the corresponding committee and voted on for an inital vote.

Secondary Vote

The bill is re-introduced for a second vote (if it passes the first).

Sending

The bill is approved (or not) by the Rabi and sent to the prime minister.

Final Vote

The bill is approved by the prime minister and becomes a law or vetoed and sent to the Sec en Sing committee.
