The Rejuvenated Extent of All Life, often referred to simply as the Rejuvenated Extent or as the Universalist Commonwealth, is a sovereign state located in the Kibos Arm. It is bordered by generally stateless areas on all sides, and its capital world is Arctara.

The organizations that would eventually go on to form the Rejuvenated Extent started out as the United Laborers, an alliance of trade unions on certain Galactic Union member worlds led by a council of organizers, who banded together following persecution by pro-corporate politicians, law enforcement, and the corporations themselves. In particular, the corporations instituted union busting measures, doing tactics like locking out those who attempted to unionize, and firing or cutting the hours of those interested in unionization, while manipulating local media to paint these workers in a negative light. Following these rapidly mounting tensions with their bosses, the first shots of what would become known as the Fanato Emergency were fired at a strike by workers at a mining facility on one of the planet's colonies, as the owners of the facility tried to send in security forces to break up the strike, but some workers responded by arming themselves and shooting the security forces, starting a worker uprising that swept the colony, before news of it spread to UL-affiliated workers on other worlds, who were emboldened to start a large strike, threatening to start their own uprisings if the corporations continued to bust unions.

With the swift end of the Fanato Emergency, parts of the United Laborers made the decision to retreat to the Kibos Arm.
