The United Federated Republic of Herwa (or herwa) Is a colony of Tepror on the coast of the gin gulf. The herwan people have existed long before the herwan state existed. Herwa has a GDP of 300 Billion dimes and has a primary export of electronics. The Herwan army mainly comprised of voluntary forces from Tepror and loaned out planes from Tepror.
History
Age of strife
Contrary to the other warlord states of the time. The herwan people where largely untouched by the age of strife. Located more in bugwi territory than skimtari territory. The herwans largely were able to develop at their own pace without the threat of a skimtari invasion. This downtime allowed to let the Herwans develop their own methods of warfare. The herwans developed raiding tatics to attack the bugwi that were unaware of skimtari exsitance. These raiding tatics caused the bugwi to fear the Herwans more than the other skimtari.
The Herwan state
After the Panic War concluded and the Teprorian state consolidated. The herwans did not join the Teprorians during this unification. Mostly because they were deep in bugwi territory, and they were a loosely allied group of raiders. The Herwans remained suspicious of the Teprorian state. Most attempts of communication where met with Herwan raiders attacking the search teams. Some search teams however managed to make contact with raider groups, specifically the Herwan pirates. The Herwan pirtates occupied the southernmost region of the basin, but were the most consolidated compared to the rest of the raiders.
The Teprorian relief teams ventured to the pirates to attempt to get them to the Teprorain standard of living and industrial output. This came along increased attacks from the more inland herwan raiders.
Herwan Unification
Government
While it commonly agreed that Herwa relies mostly on its regional governments and the HCC to maintain law and order, the federation does have a Central Assembly. The Herwan Federal government has 2 Legislative branches, the lower being comprised of representatives of the regional governments, and the upper being comprised of members of the population representing the federation. The Executive branch is lead by Xallas Claffin, the Directory is responsible for being head of government and representative for the Herwan Corpate Commission (HCC) in governmental affairs. The Prime Directorate is responsable for appointing heads of the executive departments every election cycle.
