The Hanahan Council (SHS: ꛎꛛꚺꛛꛆꛖꚺ; RHS: Hanafon) is a political entity that was created to govern over the Hanahan on Fanato. It was created in 3001 AHT following two coinciding conflicts which many chiefs thought that unity amongst the clans was necessary to deal with threats to the Hanahan therefore 14 chiefs, priests, and other important individuals, and even a human, Symon Dulac - a trader and interpreter originally stationed on the Seth-Alpha Mine, gathered together in 3000 AHT and drafted the Council Constitution in the Eastern Losofohanasanmalān Monastery and made effective by the end of 3001 AHT with the signing of all 19 chiefs, all 7 hanafonxalōnfōn, 3 others of importance, and Dulac. The Galactic Union recognises the Hanahan Council as the legitimate planetary authority on Fanato despite opposition from some clans and raiders.

Regular meetings are held three times across the year unless emergency meetings are called for and the Council has no singular meeting place, organising its sessions in available places however plans to build a permanent meeting place are under consideration.

History

Previous Attempts

There had been previous attempts in establishing and maintaining a supreme council though none lasted to the modern day mostly due to the reliance on a central figure who sustained and empowered such council and without them, that council fell into corruption and conflict and larger polity which it served would collapse.

The first attempt was in 877 BHT with _'s establishment of the Council: a close group of associates and allies who advised _ in several matters. He was inspired by the coordinated and democratic nature of the Galactic Union's Galactic Assembly and by prophecies of Hanahan unification, determining him in to build a 'Hanahan nation'. Despite his military victories and assistance by the Galactic Union and control of strategic and sacred points - the Council of Nine saw regular division and infighting, rivalries and personal ambitions, all of which undermined advice to _-_ and left him vulnerable in governing his territories which inevitably by his death in 843 BHT fractured and fell into conflict.

The second attempt was done by Pawatomalōhān Losotoṣanōhalōhānhanato in 4 AHT when he created the Confederal Council to serve as advisors and co-rulers to Pama-loṣaha and act as an emergency power in case of contention after his death. The First Confederation did remain for a long time and reformed into the Second Confederation however it gradually fell apart as the six clans took greater liberties on autonomy and corruption began to seep in the Council, resulting in civil war after several claimants and those in the council began to pursue the Premiership

A third attempt was done by _ with the First Hanahan Assembly in 945 AHT. A value of democracy was introduced unlike previous attempts with representatives vote in by their respective clans, allowing those not of higher castes to participate in politics however rivalries amongst candidates were prominent with instances of sabotage and even violence to remove competition. Just 16 years and _ enacted emergency powers, fully consolidating power until 966 when elections for the new Second Hanahan Assembly were called after considerable reforms in the former system, allowing democracy to flourish. With the reformed, loyalist assembly and military victories against various victories and heightened cooperation with the Galactic Union, the Black Empire thrived and developed for several generations however the throne became precarious as the number of claimants and potential successors grew each generation with the Assembly overlooking the throne's succession with checks on viability and legitimacy; eventually these claimants grew powerful enough to sway the opinions of the Assembly, allowing corruption to grow and weakening the system until the death of the 10th Emperor who left no definite successor which resulted in a succession crisis which fragmented the Assembly and leaving the Empire vulnerable, collapsing from internal and external threats by the early 1180s AHT.

A fourth attempt was made in 2454 AHT by Pawafohanōhān Wapafhehalēhānhanato - grandfather to Pawafohanōhān Puputonṣanōhānhanato - who created the Third Hanahan Assembly to better govern his territories and to legitimise his position as a successor to the Black Empire amongst the other clans although the Assembly lacked democracy with its members chosen by Paha-waha. Despite this lacking, many of the priesthood expressed their support to him in order to secure protection from the raiders and colonists and reinvigorate Ṅumufhehale across many clans. After Paha-waha's death and Puputonṣanōhān Pawafohanōhānhanato's succession, the Assembly and priesthood somewhat posed opposition to Puṣa-paha due to his irreligious and free-thinking position but eventually he did follow Ṅumufhehale and his son - Pawafohanōhān Puputonṣanōhānhanato - who mostly grew up in the care of the priesthood and became quite religious with a deep knowledge of laws and codes, rituals and beliefs, and obtaining the position of hanafoxalōlamō. Paha-puṣa's succession was left to question among the Assembly due to his uneasiness and anxiety over who should inherit his position which possibly caused his illness and death and inevitably leaving his territories to the same problems and fate of the Black Empire.

Composition

Since 3010 AHT, the Hanahan Council consists of 33 members who all vote on policies and amendments that should be implemented on all the concerned parties' groups. These members consist of 21 chiefs, 7 hanafonxalōnfōn, and 4 others of importance - Symon Dulac; Elken Stenburk - a Human trader, losotosanohalo farmer and mining manager; _ - the _ of _; and _ - the _ of _. Members either inherit their position or in some cases are appointed by the Governor. The Governor of Hanahan Council is the head of the Council - as Governor, they are the ultimate head of government and state and a highly-regarded representative who presides over the Council's debates, determining which members may speak and which amendments are selected for consideration. The speaker is also responsible for maintaining order during debate, and may punish members who break the rules of the Council. The Governor is elected by the Council excluding candidates but a child of the former Govenor can inherit the position if they are physically and mentally able and a majority of the Council supports their ascension. Since 3008 AHT, Losofodashohanahanmalanhan is the current Governor.

Despite the lack of organized political parties that is typically seen outside of Fanato, there are still factions within the Council - though more considerably fluid and able to change. The largest faction are the Centrists who typically support cooperation with the Galactic Union and foreign companies and supports the idea of development on Fanato; closely followed by the Conservatives; the Fundamentalists; the Modernists; the Isolationists.
