The Prime Minister of Akashi (Miranian: 首相 Shushō) is the head of government of Akashi. The Prime Minister is appointed by the President of Akashi, based on their ability to obtain majority support in the National Assembly, and stays in office with the confidence of the National Assembly. They chair the cabinet, and together with their ministers are answerable to the National Assembly.
Appointment
The Prime Minister is appointed by the President of Akashi. Usually, they are the party leader that can secure confidence in the National Assembly.
Following a general election, the President designates a Prime Minister and invites them to form a government. They and the cabinet formally take office after winning a confidence vote.
The Prime Minister remains in office with the support of the National Assembly. There are no term limits. They must resign in case of a successful motion of no confidence or loss of a budget vote, and remain as caretaker until the appointment of a successor. The President may then designate another Prime Minister to try to form a government, and if this is not possible, the National Assembly is dissolved for fresh elections.
Inauguration
The Prime Minister and cabinet are inaugurated in the presence of the President and members of the Supreme Court. They take the affirmation of office in Miranian and Gothic:
- I solemnly and sincerely affirm and declare that I shall govern Akashi in accordance with its Constitution and laws, and always serve the general interest of the Akashian people.
The Prime Minister is not allowed to deviate from the text of the affirmation.
Role
The Prime Minister is the head of government. They head the cabinet, coordinate its work, and establish its general direction. They chair weekly cabinet meetings and have the power to set the agenda for these meetings.
The Prime Minister presents bills to the National Assembly on behalf of the cabinet, reports on domestic and foreign affairs, and answers questions regarding the cabinet's activities.
The Prime Minister represents the government in public, at home and abroad. They participate in the formulation of foreign policy, and assist in planning state visits. They have the sole authority to request the National Assembly vote on declaring war or a state of national emergency.
The Prime Minister's powers are limited by Akashi's multi-party system. There is a strong tradition of coalition governments and extensive consensus-building before proposed projects.
Amenities
The Prime Minister's official residence is The Prime Minister's Residence (首相官邸 Shushō Kantei), in Hirakawa.
They usually take a holiday during the summer prorogation, briefer leave during the New Year season, and are entitled to parental leave.
The Prime Minister has transportation and security services at their disposal at all times. They can be transported within Akashi and abroad by specially modified aircraft from the Akashi National Air Force.
