The General Secretary of Workers Party of Jabal Qassuon (Arabic:الأمين العام لحزب العمال في جبل قاسيون) is the head of the Workers Party of Jabal Qassuon, the dominant ruling party of Jabal Qassuon. Officially, the General Secretary solely controls the Workers Party directly. However, since the party has a monopoly on political power, the General Secretary de facto has executive control of the Jabal Qassuon government. Because of the office's ability to direct both the foreign and domestic policies of the state and preeminence over the Workers Party, it is the de facto highest office of Jabal Qassuon.
History
Elections
The general secretary is formally elected by a plenary meeting of the Central Committee of the Workers Party from among the members of the Workers Standing Committee. However, the actual method of selecting the general secretary has varied over time. The current general secretary was initially appointed as the first Secretary of the Secretariat through the same process used to determine the membership and roles of the Workers Standing Committee. In this informal process, the first secretary is chosen during discussions among incumbent Committee members and retired Workers Standing Committee members leading up to a Party Congress. Subsequently, the first secretary succeeds the retiring general secretary as part of a generational leadership transition at the subsequent party congress.
Powers and position
The powers and responsibilities of the general secretary are loosely defined, lacking specific term limits or written guidelines for succession. However, as the predominant figure within the party, the general secretary wields paramount authority over the state and government, often regarded as the primary leader of Jabal Qassuon. As outlined in the Workers Party's Constitution, the general secretary assumes an ex officio role in the Workers Standing Committee. According to WPJQ regulations, the general secretary is tasked with convening meetings of the Workers Standing Committee and presiding over the proceedings of the People's Council. Additionally, the general secretary determines the agenda for meetings of the Central Committee, People's Council, and Standing Committee.
