The Osterode Memorandum is a memorandum of understanding between the Austrasian Riche and the Empire of Belhavia concerning the Tulese nuclear weapons program. According to the memorandum, Austrasia - though affirming its commitment to uphold the sovereignty and territorial integrity of the Tulese state - considers Tule's nuclear arsenal, delivery vehicles, and associated facilities to be outside the scope of its Skanderan Union defense & security obligations.

For convenience, the memorandum was drafted as a single English copy. Both the text of the memorandum and its existence are considered state secrets by Austrasia and Belhavia, and it has never been acknowledged publicly by either nation.
