The New State of Tlacochalco, also known as the Chalcah Freedom Fighters, was a guerilla movement that was active from 1924 to 1930 in opposition to Maxtatlon newly established Coalition of Coconeh Calpotlin. It emerged as an attempt made by General Quauhtlehuanitzin to create a Chalcatl state, following the disbanding of the Federal Republic of the United Altepeme. They quickly occupied many cities and settlements of the Chalcahpan region, in the mountains to the west of the Xaltocan Valley. While at first they aimed to conduct a direct and standard conflict with the Calpullist forces, they quickly resorted to more unconventional methods, including terrorism.

Quauhtlehuanitzin had already been an active Warlord during the Federal Republic of the United Altepen, keeping the Chalcahpan province under control through brutal means and paying a "tribute" to the central government. It did not stop the latter to see Quauhtlehuanitzin with suspicion, notably because of his strength, seclusion, and proximity to the Federation's capital. When Maxtatlon managed to overthrow the FRUA and establish the CCC, Quauhtlehuanitzin and his men were still in charge of a number of strategic locations deep in the mountains. They used Anti-Calpullist rethoric and exploited the Regionalism (politics) proper to the Chalcah region to gain enough supporters to proclaim the Tlacochalco lathocayotl, more often called the "New State of Tlacochalco" in modern historiography. Nonetheless, and despite its claim otherwise, the organization never managed to reach full statehood, lacking any institution beyond its military.

At their height, the Chalceh Freedom Fighters had a core strength of 80,000 soldiers organized into Regiments, plus an estimated 100,000 militias and irregulars fighting alongside them. Their operations were funded through €xtortion, the taxation of various form of economic activities, prostitution, slavery, kidnapping and ransoming. During their conflict with the CCC, they committed many human rights violations, including torture, mass-execution, slavery, and human sacrifices. As the war went on and their situation became more and more desesperate they resorted to increasingly violent tactics, embracing guerilla warfare and Terrorism. They new a brief period of respite after Maxtatlon death, when Cuecuex, the Calpullist General charged with defeating the Chalceh, had to return to Azcapotzalco to secure power for himself. Aggressive campaigns against them resumed during the year 1929 and ended the year after, with the death of Quauhtlehuanitzin and the dislocation of the last remnants of his troops.
