The National Convention was originally created as a provisional government; however, competing interests and in fighting resulted in a weakened constitution, lacking a traditional head of state or government. In the absence of an official head of state, the President of the National Convention, as presiding officer of the legislature, was seen as the de facto head of state and government during this period.
