Under Montecaran law, a firearm is defined as "any portable barrelled weapon that expels, is designed to expel or may be readily converted to expel a shot, bullet or projectile by the action of an explosive, excluding antique firearms or their replicas". Guns manufactured before 1 January 1900 are legally considered antiques and not firearms as long as they are not manufactured or designed to discharge rimfire, centerfire or pinfire ammunition. Prohibited weapons are those firearms which are not otherwise categorized, including "any other weapon or destructive device such as any explosive, incendiary or gas bomb, grenade, rocket, rocket launcher, missile, missile system, or mine".
A permit is required to legally possess a firearm. In order to obtain a permit, an applicant must have a valid reason for owning a firearm, for example hunting, sport shooting, or using the firearm for work (such as working as a security guard). Collecting firearms is also a valid reason, but the firearms must be rendered (at least temporarily) inoperable. Personal protction is not a valid reason. Permits are "may issue".
Open carry and concealed carry are both illegal. Magazine capacity limits of 20 apply to pistols and 10 to rifles and shotguns.
