Federal regions of Woodstead
There are 32 federal regions which make up the Federation of Woodstead, being 22 federal provinces and 10 federal cities. Federal provinces are generally sparse and cover large swathes of minimally inhabited land, and are subdivided into counties with cities and towns within them whereas federal cities are metropolitan regions serving the largest independent cities.
Federal provinces
Federal provinces are federal regions which are fairly sparsely populated with a population roughly ranging from 2.2 million to 5.6 million. All provinces have a unicameral legislature (Senate), executive (governor), and judiciary (provincial court).

Federal cities
Federal cities centre on densely populated urban agglomerations around traditional cities and their greater metropolitan belts. Some urban cores, such as Oppidum's, have existed for centuries, but others such as the Federal City of Midway are currently under construction to bridge former counties and small towns which will eventually form a planned agglomeration.
Federal cities have similar powers and privileges to the Provinces of Woodstead although they have supreme courts rather than provincial courts. Whereas federal provinces can be divided into counties, the federal cities consist of semi-independent boroughs as well as centrally-administered cities. Most federal cities also can be divided in to two or three districts which often handle matters delegated to them by local borough governments and the federal city administration for projects which cross borough borders but do not fall in to the business of the strategic tier of government.
