The Stationarius, so named for the old Roman designation for military troops assigned to policing duties, is the Republic’s principle national law-enforcement agency. The Stationarius (officially, the Cohortes Stationarii) are a military force, with its officers and men holding Legion commissions and appointments, and as such the Stationarius comes under the jurisdiction of both the Praetor Militum and the Praetor Urbanus, in keeping with Republican ideals on shared power. The Stationarius is responsible for providing law enforcement services on public land, such as highways, providing law enforcement services to rural areas and municipalities too small to have their own Vigiles (civilian police) and providing national law enforcement capabilities, such as counter-intelligence. Moreover, the Stationarius also have responsibility for policing the military, and as such members of the Stationarius regularly participate in military missions overseas. The Stationarius have law enforcement powers that can be exercised at any time and in any part of Rome, or the provinces, and are always permitted to carry their weapons as personal equipment.

History

Character

The Stationarius occupy a unique and respected position within the Republic. In many cases, particularly in more rural areas and smaller towns, not large enough to have their own Vigiles, the Stationarius are the only official presence for many miles around, resulting in the Stationarius being heavily depended upon by the communities they serve. As a military force, the Stationarius are very disciplined and professional, enhancing their interactions with the public. Moreover, the Stationarius played a major role in opposing the rise of Organised Crime in Southern Italia, particularly the Mafia, and as such it's members, particularly from the South, are seen as taking a very visible stand against criminality.

In addition to it's law enforcement role, the Stationarius have a key civil defence role and, as a military force, are also fully integrated into operational planning for the defence of the Republic by the Basilica Militum.

Command Structure and Organisation

The Stationarius are commanded by a senior military officer, the Imperator Stationarius, supported by a staff of Legatus Princeps, each of the subordinate commands are under the charge of a Legatus, supported by a staff of senior Tribunes, with various regional or specialised Prefectures commanded by a Prefect.

Territorial Command

The Territorial Command is responsible for each of the provincial prefectures, which are responsible for all routine law enforcement within the provinces, in accordance with the Stationarius’ jurisdiction. Each provincial command will typically consist of a number of sub-provincial cohorts, which handle the majority of policing, along with a number of specialist provincial cohorts, such as the Provincial Highways Cohort, the Provincial Special Services Cohort (which provides a wide range of capabilities such as a Bomb Century, Special Tactics Century and Marine Century), and the Provincial Investigative Century.

National Security Command

The National Security Command of the Stationarius is responsible for the provision of Republic-wide law enforcement capabilities, and the investigation of cross-province criminal activities which can not be adequately investigated by a single Provincial Prefecture. This includes Counter-Terrorism, Counter-Intelligence and Cyber Crime investigations, as well as being the responsible for investigation public corruption, serious violent crime and other major criminal activity. The only major crime area that the National Security Command does not investigation is financial crime, which is the responsibility of the Cohortis Aerarium (the Treasury Guard). Of all the divisions of the Stationarius, the National Security Command co-operates most with other law enforcement and intelligence services, such as local Vigiles and the Praetorian Guard.

Counter-Terrorism Prefecture

The Counter-Terrorism Prefecture of the Stationarius is responsible for the detection, investigation, prevention, and mitigation of foreign and domestic terrorist groups operating within the Republic, as well as the investigation and monitoring of any similar groups that may conduct terrorist activities in the future. As such, the Prefect of Counter-Terrorism is the lead official on any and all terrorism-related matters within the Republic and is a key advisor to senior magistrates. The Prefecture is also responsible for providing advice on hardening potential targets, both government and civilian, to mitigate the damage done in the event of a successful attack. In recent years the Prefecture has been mostly concerned with the reborn Zealot movement in Judea, which after a failed uprising in the 1980s has resorted to sporadic acts of terrorism to protest Roman control over the highly-autonomous Judea Province.

Counter-Intelligence Prefecture

The Counter-Intelligence Prefecture of the Stationarious is responsible for the detection, investigation, and detention of hostile foreign spies and intelligence officers operating within the Republic, as well as all other acts of espionage conducted by state or non-state actors. In addition to its direct investigative role, the Prefecture is also responsible for providing both advice on personal, information, and national security to all arms of the Roman Government, Military and civil service, as well as conducting regular sweeps of critical and secure areas to ensure the detection and removal of any hostile equipment from a sensative area.

Organised Crime Prefecture

The Organised Crime Prefecture of the Stationarius is responsible for the investigation of all criminal activity relating from organised crime groups, by far the largest being the Roman Mafia, originally hailing from Scicily the 'Cosa Nostra' has a presence all over the Republic, although numerous crackdowns in the 20th Century dramatically reduced the political influence and corruption of the organisation, which now largely focuses on driect criminal activity. The Prefecture also investigates other groups, however none reach the same scale as the Mafia, as well as investigating the activity of foreign organised crime groups within Rome's territory.

Serious and Violent Crime Prefecture

The Serious and Violence Crime Prefecture of the Stationarius is responsible for the investigation of all major criminal activity that is outside the jurisdiction, or capability, of a single provincial prefecture, typially cases in which a suspect has successfully escaped from justice in a given province. The Prefecture is also responsible for providing assisstance to Prefectures and local vigiles in the event of serious, violent, or unusual crimes.

Public Corruption Prefecture

The Public Corruption Prefecture of the Stationarius is responsible for the invesitigation of all criminal activity that stems from, causes, or in any way involves a public official, as well as general corruption in public office. As such the Prefecture is a small, carefully picked group of individuals heavily vetted as a result. The Prefecture also serves as the de facto internal affairs for the Stationarius as a whole.

National Strategic Reserve Command

The National Strategic Reserve Command of the Stationarius its responsible for the control of the bulk of Stationarius ‘military units’, and as such is responsible for providing a wide-range of specialist quasi-military capabilities to the Roman State. Although the Stationarius as a whole is a military organisation, a clear distinction is made between the law enforcement commands, which were uniforms similar in style to those of the Vigiles, and the National Strategic Reserve, who wear uniforms and equipment far closer to those used by the military, in order to emphasise to the public that the Stationarius that patrol the highways and their neighbourhoods are not the same ones that might be called in to contain public disorder. As such, the Command typically tends to attract a different type of person, and there is rarely any cross-over of personnel between the Command and the rest of the Stationarius.

Public Order Prefecture

The Public Order Prefecture of the Stationarius is responsible for the maintaiannce of public order and civil defence, typially being responsible for providing a 'riot police' function as well as security details for key infrastructure. The Prefecture carries out these duties through its command of the Urban Cohorts, which are spread throughout the Republic:

Tactical Response Prefecture

The Tactical Response Prefecture of the Stationarius is responsible for providing specially trained tactical teams to the rest of the Stationarius in the event that special tactics are required to resolve a situation, effectivly serving as the Stationarius version of a SWAT Team. The Prefecture is split into the Cohors Responsum, and whilst they may be based in a single city they typically have forward- stations across their region.

Intervention Prefecture

The Intervention Prefecture of the Stationarius is a small, elite organisation responsible for providing an elite tactical capability, beyond that of the Cohors Responsum, to respond to critical incidents across the Republic. The Prefecture consists of a small but capable staff and the Cohors Interventu, the only special forces unit outside the control of the Praetorian Guard, and a specialist anti-terror unit.
