Trần Liễng Tâm Han MXRNM HBLRC GOCQ KLQ (30 November 1967) is a Quenminese politician who served as the 18th Prime Minister of Quenmin, Assemblymember for Cái Nước, the 38th Governor of Kon Yên Province, and continues to serve as General Secretary of the Natechun Party. Han is also the incumbent Lạc Hiếu Vỵ Professor of Political Science at the University of Ai Thanh. She is the second woman and the first technocrat to be head of government.

Han was born in 1967 to Trần Liễng Chánh, who was a former Assemblymember for the Yellow Dragon Party, and Ngô Thị Kiếu, a businesswoman in the Luong Siblings Group. She developed an interest for political science during the last years in high school, and attained her bachelor's degree in the field at the University of Ai Thanh. She worked as a political analyst for the Yellow Dragon Party, before switching to the Natechun Party after finding attraction towards Letrinhism and their big-tent alignment. After obtaining her master's at Minh Vuong University, Han rose to become one the highest-ranking members of the Party. She then ran for governor in Kon Yên Province and served diligently from 2007 to 2011. From the 2012 general election, Han served as Assemblymember from 2012 to 2016, and during this tenure, she was made General Secretary of the Natechun Party. After the 2016 general election observed Natechun obtaining more seats in the Supreme Assembly, Han was nominated by her party for prime minister, and took office on 3 November 2016.

Her term is marked by a string of political and economic reforms and measures that are integral to her Letrinhist-influenced Sự Một Initiative, which introduced technocratic elements into the government and economic planning. Example legislations include the Government Structural Reform Act of 2016, which reorganized the government structure into the Seven Committee Model; the University Constituency Act of 2017, which established selected universities as new political constituencies; and the Economic Oversight Act of 2016, which granted more government observation and control over the economy while maintaining a free market. Her government observed GDP growth ranging in between 1.7% to 2.5%, despite being rocked by the 2020 Quenminese stock market crash that witnessed unemployment rise from 3.4% to 5.1%. She also implemented a disaster relief program for the victims and infrastructure affected by 2019 Haigia explosions, and promoted progressivism in social and technological areas; one example being new policies for the National Smart City Program. Despite receiving warm reception for her policies, Han was often criticized by Assemblymembers for blocking opinions on domestic and foreign policies from members of the Yellow Dragon Party, Blue Unicorn Party, and the Nationalist Party, most vocally by their classical liberal and neoconservative wings. She was also lambasted by the same members for the legalization of marijuana in the Marijuana Trade Act, and the slow and cautious response to the aftermath of the 2020 stock market crash. When the Nationalist Party overtook the seats the 2022 general election, Han stepped down from her office, and continued to serve at the University of Ai Thanh.

Relatively high public opinion was offered to Han, with most of the public and her supporters commending her for her innovative and progressive mindset. Criticisms formed toward her mostly indicated her expert-oriented judgements within her cabinet and her handling of the 2020 economic decline and increased unemployment.
