Ocetia (formerly known as Hannele-Nastan) is the capital and largest city of the Pian Islands with a population of 3.2 million. It is the sixth-largest city in Nortua. Indigenous settlement of Ocetia began more than 10,000 years ago, while the beginnings of the modern city, which was originally named Hannele, grew around the site of a makeshift tavern on the western edges of Hanelle-Nastan Mill. A steam clock marks the original site. The city was renamed "Ocetia" in 1886 through a deal with the National Railway. The trans-island railway was extended to the city by 1887. The city's large natural seaport on the Konkurso Gulf, connecting to the Samson Ocean, became a vital link in the trade between Euronia and Nortua.

Ocetia is one of the most ethnically and linguistically diverse cities in West Nortua: 49.3 percent of its residents are not native Pian speakers, 47.8 percent are native speakers of the national languages, and 54.5 percent of residents belong to visible minority groups. It has been consistently ranked one of the most livable cities in the Pian Islands and in the world. Some of the city's notable sites include the Ocetia Convention Centre.
