State signatories to the Humane Treatises (officially the 1st, 2nd and 3rd Treatises for the Humane Conduct of War) have granted the IHC a mandate to protect victims of international and civil armed conflicts. Such victims include war wounded, prisioners, refugees, civilians, and other non-combatants.
