The institutions of the Mondarian republic were tenuous at best.

In 1937, civil unrest following the Liberal parliament's outright refusal of continuing welfare policies, a massive popular movement of combined Socialist, Republican and Liberationist factions. While managing to occupy Querina for three days, loyalist military regiments and paramilitaries aligned to the reactionary integralist Septarians stormed the city and declared a state of emergency.
