The Military Criminal Investigative Service (MCIS) (Radictistani: Militarkriminaluntersuchungsdiens, MKUD) is the primary law enforcement agency of the Radictistani Ministry of Defense. MKUD is responsible for investigating crimes committed by Radictistani military personnel as well as all felony crimes committed within military installations. The agency is also tasked with monitoring the armed services for signs of disloyalty to the Radictistani state and Crown. For this reason MKUD is often referred to as a secret police organization by the press and in popular culture. All of MKUD's roughly 17,000 personnel are civilian employees of the Ministry of Defense.
Mission
The statutory missions of the MKUD are:
- to investigate felony crimes committed by Radictistani military personnel or within the bounds of military installations
- to investigate all suspicious deaths occurring on military property
- to conduct counterintelligence operations
- to conduct personnel reliability operations
Personnel
Selection and training
As a matter of policy, the MKUD does not hire persons who have served as part of the Radictistani military or have close family members who do. MKUD personnel with police powers, known as Special Agents (Radictistani: Spezialagenten), are trained at the Defense Law Enforcement Training Center in Topenstat, Eastval. The Special Agent course is generally considered to be the toughest of any law enforcement agency in Radictistan. Other personnel are hired according to standard civil service procedures. All candidates for the MKUD must be able to obtain a security clearance and hold no citizenship other than that of Radictistan.
Informants
In addition to full-time employees, the MKUD maintains a large network of paid informants including both military personnel and civilians. These informants are primarily tasked with monitoring military personnel, particularly commissioned officers, for signs of disloyalty. Those most targeted for recruitment are workers at military amenities such as officers' clubs and post exchanges, employees of stores and restaurants located near military installations, postal workers, municipal waste collection workers, sex workers, and neighbors and landlords of military personnel.
Organization
MKUD has eight operating regions. Five are associated with the Royal Radictistan Army's five Corps. The three other regions are non-territorial, providing oversight for the army's Special Operations Command, the Royal Radictistan Navy, and the Royal Radictistan Air Force.
- Region 1 (I Corps)
- Region 2 (II Corps)
- Region 3 (III Corps)
- Region 4 (IV Corps)
- Region 5 (V Corps)
- Region 6 (Royal Radictistan Army Special Operations Command)
- Region 7 (Royal Radictistan Navy)
- Region 8 (Royal Radictistan Air Force)
Field Units
MKUD Field Units are ad hoc formations comprised of MKUD Special Agents deployed overseas and attached to major military formations. Field Units range in size from only a dozen personnel to over fifty depending on the size of the supported force and the MKUD's own threat assessments. Deployed personnel of field units wear Army battle dress rather than follow the standard practice of operating in plainclothes.
Weapons and equipment
The standard sidearm of the MKUD is the Beretta 92SB, also standard issue for the Royal Radictistan Army. Field Units are issued AG1 assault rifles and other infantry weapons as required by the mission parameters.
