I guess in the context of Fuss, The government would more than willing to re-engage with the world including their immediate neighbor, also consider they just succesfully tested rockets in 1961, their would feel secure in the fact that Makopa would not pose a significant threat and would welcome the fact they could lax their watchful eye due to the Hightonian exit. Political asylum
Makopa lets anyone apply for political asylum, but wouldn't be granted asylum if found out they were war criminals in another country. Since Makopa follows the principle of non-refoulement, and if the asylum seekers are already on Makopan soil, they just become unwanted immigrants. Fuss on Makopa's abolition of the armed forces
