Goriath Moscana (born 11 August 1965) was the 5th Premier (Pontissiano) of the Caropsyne Pontanore and had been a member of the Pontiana since its reopening at the end of Fostana Rule in March 1993. He is currently a member (Pantolaro) of the Fostana and a Major in the Caropsyne Army.
Early and Personal Life
Moscana was born in 1965 into a middle class family with a long history of military service in the city of Vindamarna located in the Astozarno of Marescana-Popenta. Unlike many of his peers, he didn't receive the greatest marks during his education but with hard work, Goriath would be granted high second honors. Though his family had monetary means to send him to university to continue his studies, he insisted in following in the footsteps of his father and grandfather by joining the Army.
He reported for basic training at Penzecca and upon completion, Moscana would be assigned to the 8th Thearean Infantry Corps. After one year, he showed promise and was given an officers commission. Soldiers under his command would be involved in crushing the Hermalas Socialist Uprising of 1992. At the start of 1993, he decided to run for the Pontiana upon learning that the Fostana would be reopening the lower chamber. He ran as a member of the reborn Moderate Party, winning 71% of the votes in his constituency. He would marry his wife Soria the following year.
Political Career
Member of the Pontiana
During Phodric Dormond's government, he would be appointed by the Executive Committee on serve on the Defense Select Committee and focused his attention on the activities of the Damosca. He hadn't resigned his military commission when he joined parliament and made Major in 1995. Dormond was forced to resign due to the Oil Crisis of 1996. His Defense and Interior Minister, Haldric Maldian succeeded him. With his rise to power, Moscana was elevated to the position of Defense Minister.
Despite being made Minister, he would quickly realize that he in fact had very little power to make decisions because of the intelligence service's influence over the armed forces. He spent much of his term on coordinating military resources and limited manpower to support the legitimate Government in Ardalia who were fighting nationalists in a devasting civil war. As the years went by, he became increasingly worried about the foreign policy positions that were being taken by Garel Thormond and the Premier including those directed at Curiastan and nations aligned with them. Moscana was also worried that both Thormond and Maldian would put the Pontanore in a position where it cause irreparable harm to its international allies.
By early 2000, rumors began to spread that the Damosca was actively responsible for carrying out a series of bombings abroad in countries that were anti-Caropsyne, committing major attrocities in Jajiland in response to the JIF's rebellion, for supplying anti-Government forces in the Ardalian Civil War, and for coercing Maldian's Government into increasingly more dangerous foreign policy decisions. Recognizing the threat the intelligence service posed to Caropsyne democracy, he decided he could no longer cooperate with the Government and began building a secret political friendship with Miria Seranoda alongside his close ally Alza Permentanna. They, along with others, joined forces to bring an end to Maldian's Government. He was present during the events of the Siege of the Pontiana during the week of 3-7 July, where he protected the Executive Commmittee with a pistol he had managed to sneak into the building the week before.
The Pontanore was governed by a civil administration for three weeks following the failed coup while elections were hastily organized. Moscana officially separated himself from the Moderates and switched to Seranoda's New Left Party in the wake of the wake of the attempted coup. Miria Seranoda soundly beat Olimand Kossroth. She reappointed Goriath as Defense Minister and also gave him responsibility over the various police forces overseen by the Interior Ministry. Together, they would dismantle the Damosca (which would be declared a terrorist organization) and carry out a series of purges to weed out Dormondists both within the armed forces and across the government.
With the Damosca's dissolution, it exposed just how poweful they had been. The nation was now without an intelligence agency or trained operatives to carry out special operations. Moscana did not want to repeat history by consolidating both under a new organization, deciding instead to create two new branches - the Casmara and the Sadriana - each would take on half of what their predecessor had done and would be accountable to no less than four officials including the Premier. Moscana, in his capacity as Interior Minister, would use this opportunity to create forces that could provide Pontanore-wide support to local law enforcement. The Casmara would become the Pontanore's special police, bureau of investigations, and foreign intelligence service. Meanwhile, the Sadriana be tasked with acting as the national armed response unit. Elements of this force would support the military as special forces.
The elimination of the Damosca revealed just how powerful it had been and exposed that serious reform was required. The Pontanore could not afford to not have an intelligence service and Moscana decided to empower the special police force, the Casmara, to take on foreign intelligence activities abet with restrictions. The military relied upon the former bureau's agents to undertake special and covert operations in the field. Now the armed forces had no 'elite' force which it could deploy strategically. Making use of his military experience, he proposed that the best of the Sadriana be organized into teams that would be made available as needed. Some former Damosca agents were not put through mandatory rehabilitation or dismissal efforts so they could serve both the Sadriana and Casmara in their new roles.
Throughout the majority of Seranoda's premiership, Moscana was beside her with the rest of the Defense Council on executing the Caropsyne-Curian War and overseeing the resulting five-year occupation of that country. Despite the amount of focus he needed in terms of the conflict, he found time to eventually receive his doctorate in international relations from the University of the Pontanore in 2009.
Moscana was reappointed by Permentanna to lead both the Defense and Interior portfolios when she ascended to the Premiership in 2010.
Premiership
During his five-year tenure, he would be dealing with an increasingly hostile world. In CY 5798, a senior official of Zilmo Caropso, Garel-Zarmas Maldrand, was abducted by the Jaj Independence Front in Jaj Ementa as he and his associates were finalizing a deal to add new land for the company to extract more oil. Goraith's Casmara made two attempts to free him and his colleagues but they both ended in failure, the second resulting in the death of 12 Casmara agents by J.I.F. fighters. Both the business community and the Pontiana called for his resignation. Alza Permentanna, his political ally, stood before the Pontiana and defended him. Maldrand and his associates would be released the following year after he had no choice but to pay off the J.I.F. The fallout from left him considerably weak for the remainder of his tenure. Throughout his entire government, he was constantly fighting with the Pontanore State of Euvodora, the liberal stronghold of the country, over the moderate counter-Pontanoresque policies he was enacting. Tensions had risen to such high levels in CY 5799 that Euvodora threatened to secede from the country entirely. Again Permentanna had to step in to save her ally and bring both the Government and the Euvodorian authorities to table. This would be a precursor to the rise of the Caropsyne Republic several years later and one of many instances where the concept of Federalism began to come out of the shadows.
He also attempted to dissolve of the Cadriana but that would not occur until Josc succeeded him. His biggest achievement is the reorganization of the police authorities by ending the Prelatory system and instituting the Astozarno system. During the last year as Premier, an economic recession began to hit the Pontanore, giving aid to the nationalist movement which was quietly festering in Polythia. Goriath was succeeded by Almas Josc.

As its first act, the Academy appointed its first new Executive Committee. There were relatively few surprises that this body contained all-but-one of the Committee which existed at the time of the collapse of the Second Pontanore. Other than Dr. Limia Cattanna, who was expelled from membership under the Permentanna government, the committee is essentially the same. For the past four years, the position of the Academy was in doubt, after funding was withdrawn by an increasingly-fragile government. The final collapse in links between Fornænda and Polmona, where the Academy has always been based, resulted in the loss of its official status for a four year period under the leadership of Dr. Goriath Moscana. Today's re-establishment marks the beginning of what is technically a new era for a particularly storied institution.
After the Premiership
He ended his tenure in the Pontiana and proceeded to write extensively on the issues facing the Pontanore in a rapidly changing world. In recognition of his service, Ilmer Yutrias appointed him to the Fostana.
