The Premier (Pontissiano/a) is both the head of state and government of the Caropsyne Pontanore. The status and executive powers of the Caropsyne Premier means that they are considered one of the most powerful democratically elected leaders in the world.
Authority
They wield both significant legislative and executive powers (except for those reserved for the Fostana). The Premier's position is enumerated in the Articles of State.
By law, the Premiership can only go to a member of the Pontiana, the lower chamber, and to the leader of the largest party or the largest within a coalition. In the Pontiana, the Premier guides the law-making process with the goal of enacting the manifesto of their political party or coalition.
As the de jure executive, the Premier chairs the Cabinet and can select (and may dismiss) all other ministers. They coordinate the policies and activities of all government departments and the staff of the Civil Directorate. He or she is commander-in-chief of the armed forces through their position as Chair of the Pontanore Defense Council.
The Premier is the public face and voice of the Pontanore and its Government, both at home and abroad.
History
The position of the Premier came into existence in 1843 when King Olimand agreed to downground the Royal Family to merely a Royal House with a democratic government governing the country's affairs. He established the current bicameral parliament with the formation of the Pontiana and his endorsement of the Articles of State. Melthred Consvané, a popular lawyer, was the first democratically-elected Premier in Caropsyne history. The power and authority of the Premiership, and by extension, the Pontiana has grown with each successive decade.
This changed in 1933 when Premier Dorias Rormold was overthrown by the Fostana who then declared a national emergency, leaving the Premiership vacant and the Pontiana shut. For sixty years between 1933 and 1993, the upper chamber held complete control over the State, backed by the brutally efficient Damosca. Any attempts at organizing pro-democracy movements were quickly supressed. Political parties were allowed, and they had leaders, but they were essentially social clubs.
After a series of controversies, scandals, and a wave of socialist uprisings and pro-democracy protests in the early years of 1990's, democracy was restored. The first two Premiers Phodric Dormond and Haldric Maldian required coalition governments to effectively get their agendas passed but in the wake of the Siege of the Pontiana in 2000, the Pontanore rapidly became a 'voluntary' one-party state due to the dominance and popularity of the New Left (now known as Socialist) Party and the humilation and loss of credibility of the Moderates.
Precedence, privileges and form of address
The Caropsyne Premier outranks all other government officials including the Chair of the Fostana. While the Pontanore is classified as a constitutional monarchy, the King or Queen has had no political powers since the formation of the Pontiana in 1843.
The Premier receives an total annual salary of 255,500 Credita inclusive of their salary as a member of the elected lower chamber.
In formal settings, he or she should be addressed by the official title prefixed by His/Her Excellency. In all other settings, even within the Pontiana chambers, the use of Premier is acceptable.
When the Premier is present in a formal setting, he or she should be first addressed as His/Her Excellency and then followed by their title. In all other circumstances, including informal surroundings, Premier is acceptable.
Josphano Palace, located in the administrative district of Terese Polminese in Fornænda, is the official residence of the Premier. It was gifted to the first Democratic Government by King Olimand in 1843. Premiers may use its staff and facilities including its extensive offices for the duration of their tenure. In 1993, Premier Dormond purchased and extensively restored the former Royal complex of Penicé on the island of Casona as a retreat. Upon his resignation in 1996, he transferred the property to the Government for use by all subsequent Premiers.
Premiers and their families are afforded extensive protection by the Casmara.
