Raymond Thomas Whitmore (9 January 1913 – 22 April 1994) was a Valentiri politician who served as the 14th President of Valentir from 1966 to 1981, a tenure of 15 years, making him the longest serving president in Valentiri history. He had previously served as a the Premier of Tarrington from 1957 to 1965, occupying the provincial electorate of Gwaren.

Whitmore was born in New Haven, the Federation of Asteria. His family moved to Harborough when he was three years old. He joined the VNN in 1931. He fought during the Great War serving in a number of posts on various vessels in the VNN until finally serving as a Lieutenant on the VNS Resolute Spirit. He retired from the navy in 1935 and decide to attend university. After completing his undergraduate studies at the University of Harborough, he graduated from University of Ashcombe in 1940 and returned to Valentir to practice law. He and his wife Joan moved to Starkhaven in 1942 to work for the federal government. Whitmore was elected to the Tarrington Legislative Assembly in 1950 for Gwaren. His pursuit of the Valanjou Case established his reputation as a leading anti-separatist and elevated him to national prominence. In 1957 he was elected as the Premier of Tarrington, serving until his resignation in 1965 in order to run for president. He waged a presidential campaign centered around law and order, economic growth, and anti-separatist sentiments. His 1965 election victory was one of the closest in Valentiri history, winning by a mere 105,700 votes, defeating incumbent President Owen Cartwright.
