It attempts to find a common position in relation to many international issues, including economic, political and cultural issues. The decisions of the assembly are advisory.
 
The territory of Idel-Ural has historically been inhabited by nomadic groups and empires. In antiquity, the nomadic Scythians inhabited the land. Turkic and Fino-Ugric nomads, as well as Eastern Slavs have inhabited the country, forming Volga Bulgaria. In the 13th century, Volga Bulgaria was subjugated by the Mongol Empire under Genghis Khan, then the Golden Horde which split off to form the kahanate of Kazan that would later be conquerd by the Tsardom of Russia in 1557. Following the 1917 Russian Revolution, and subsequent civil war, the territory of Idel-Ural was reorganised several times. In 1936, it was made the [[Volga-Ural Soviet Socialist Republic]], part of the Soviet Union.
