The Megodoquole is the upper house of Shang Fa legislature, working together with the Comitelle, the lower house. It is made up of 230 Odoques elected through an electoral college made up of the country's local councillors. They serve for nine terms, with a third of the Megodoquole up for election every three years.

Once the only legislative assembly of Shang Fa, the creation of the Comitelle has weakened the Megodoquole but did not take away its proeminence, which is officialized under the "Seniority Principle". In case of disagreement, the Megodoquole often has the last word and keeps a role in some key procedures such as constitutional amendments.

Contrary to many countries, Bicameralism was introduced in Shang Fa in 1871 to check the power of the second chamber, instead of the reverse. Nonetheless, the Megodoquole is considered the most conservative of the two chambers, with a cultivated prestige as the "guardian of liberties" against the activities of the popular and populist Comitelle. Odoques are on average older than the Deputies, and joining the Megodoquole is considered to be the culmination of a career. As a result of its voting system, the right has a majority in the house since 1960.

The President of the Megodoquole is to step in as Acting Vergobret in case of an incapacitation or a vacancy. The current office holder is Wu De-Lausonne. The Megodoquole is hosted in the Aquatic Residence in Vives-Eaux. It is guarded by the Bayares. The palace's gardens are open to the public.
