The Comitelle (平民會議; Píngmín Huìyì) is the Lower house of the bicameral parliament of Shang Fa, the upper house being the Megodoquole. It's legislators are known as the Deputies and numbered 736 in 2021. Each prefecture has a given number of representatives, calculated from its population although there are checks in place to avoid a "too large" difference in the number of deputies betxeen the most and least populous prefectures of the country. Prefectural seats are allocated to each running party depending on their results in the local elections, making them a case of Proportional representation.

The Comitelle' Speaker preside over the assembly. The officeholder is usually a member of the largest party represented, assisted by vice presidents from across the represented political spectrum. The assembly has several function, beside its role as the first half of the country' legislative body. It also elects and oversees the Vergobret, the Head of government, and sets the government budget.

Since it was finished in 1899, the Comitelle meets in the Companions Halls (伴堂; bàntáng) but also uses other neighbouring buildings either for its comitees or for its administration. Like most non-royal institutions of importance in Vives-Eaux, the Comitelle is guarded by the Bayares.
