Louis was born on May 6, 1831 in [[Wôlinak]] to Jacques and Orono Quévillon. While Orono was an Alnobak native, Jacques was of primarily Audonic settler descendence with very little Alnobak or Tsalagi descendents. Jacques and Orono were both freedom fighters in the [[Chenique Liberation War]], with Orono later being a delegatory advisor during the [[Congress of Thassalona]], when Chenes established its independence as the [[Reorganized Government of Chenes]]. The family would later move to [[Ville de Amiens]]. Jacques began working at the [[Amiens Steel Manufacturing Company]], a new business that was owned by the city government of Ville de Amiens.


Louis in his college years was remarked for his interest in design and architecture, and also remarked on the need of improved infrastructure. He attended [[Penobscot University]].


When he returned to Ville de Amiens, he began to draw up private plans with several different artists and designers for a future railroad business to improve infrastructure between Ville de Amiens, [[Ville de Augusta]] and [[Penobscot]], three major cities that lacked good transportation infrasturcture. Raw materials from Penobscot's mining towns, steel production from Ville de Amiens and finished products from Ville de Augusta were being transported inefficiently without a good logistics system.
